The Speaker of the Bauchi State House of Assembly, Alhaji Abubakar Fago, in this interview with journalists in Abuja, speaks on the Assembly’s alleged controversial resolution ordering Plateau State indigenes to leave Bauchi State, among other issues. JOHN ALECHENU was there. Excerpts:
There is the issue of a resolution said to have been passed by the Bauchi State House of Assembly asking indigenes of Plateau State to leave Bauchi within a given period. As Speaker of the House, what really transpired?
What the newspapers published as a resolution was not what we resolved. Actually, I was away in Abuja one Wednesday while my deputy presided. That was the initial debate; the starting point of the issue after the Jos crisis. A member moved a motion on an issue of urgent public importance. The member raised an issue about the Jos crisis and called on the House to resolve that a state of emergency be declared on Plateau State. Unknown even to me, the Speaker of the Plateau State House of Assembly, who incidentally is my neighbour called me on phone and said ‘my neighbour,‘ and I replied ‘my neighbour.‘ He then asked ‘what happened‘ and I replied ‘what.‘ Then he said ‘you said that a state” of emergency should be declared on Plateau State. I replied ‘Oh I am in Abuja‘ but I told him that if the state House of Assembly in Bauchi passed the resolution, then I cannot exonerate myself but I don‘t know the details of what happened. I then promised him that I would get the details and get back to him. That was what actually transpired between me and the Speaker of the Plateau State House of Assembly on phone. But to my dismay, he didn‘t allow me to go back to Bauchi and inquire before I saw publications reacting and bombarding the Bauchi State House of Assembly. When we ( members of Bauchi Assembly) met at the committee of the whole, what we agreed on was in our opinion, the best way of tackling the issue. So, we decided we were not going back but to reiterate our position. On our next sitting, a member raised the issue again. After a lot of debate that day, we came out with four resolutions. For the purpose of clarity, we resolved that a state of emergency be declared on the State because the leadership of Plateau State failed to secure the lives and property of citizens which is the primary objective of government. Also, the perpetrators of that act should be brought to book. Third, we said a special prayer be held for the deceased and finally, we called on other states Houses of Assembly to adopt our resolutions.
